I believe this rule has been adequite ly moved and seconded. I too would like to see voting require a 2/3rds margine. I think it is a good thing that votes which directly impinge on anouther already created character or that character's abilities and possessions requires a 3/4ths vote. But I think that almost any rule will affect other players in some respect, an I think the rules should require something approaching consensus.
I hope that the effects of this rule will be that people won't push fo drastic or sweeping rules, because they are not likely to get the 2/3rds vote.

Well I started things off by pushing for a simple Majority, so I can see the 2/3's thing as a next logical step. However I do see one fly in th' ointment. Do you go for 2/3's or the total players on Mars Academy? Or 2/3's of the voting players?

I would say 2/3rds of those who can be bothered to vote... not voting does not imply a "no" vote when things are counted here in the US, why should it on the board?

There are a number of other proposed voting issues. Many of which may pass or fail depending entirely on this 2/3 amendment. I would suggest that we put this up for vote by itself and before any other votes. .

I propose that all votes which do not infringe on other characters or objects considered part of/designed by that character require a 2/3rds vote, rather than a simple majority vote.
For purpose of determining the two thirds majority only votes of "Yes" or "No" will be counted. Abstentions and failures to vote will not be counted for or against the 2/3rds ratio needed to pass.
If there are no objections or further discussion, voting will begin in three days.
Will the Cyantian XO please announce this on the "ATTENTION" thread in the RP forum?

I suggest that there should be a minimum number of definite(yes/no) voters to constitute a valid quorum. However, given that not everyone can(or will) pay attention to these threads, this shouldn't be especially large.
How about... a minimum of twelve voting? That makes the 2/3 a nice whole number. (Or nine, if it's not thought that 12 is reasonable; or higher, if it's not believed that 12 should be allowed to speak for the whole. I just think there should be a quorum requirement.)
Perhaps there would be "minor" and "major" votes with different quorum sizes. Say, 9 for a small thing, 15 for something major?
Other than that, I like the proposed rule as it stands.

What say you, K&A? Yea... I know you're likely asleep, but the idea of what to put as the text of the voting rule stands in your hands.
This wasn't somethign I thought of, but it is an important point. Looking over the results from the original voting on the rule proposal rule, I'd say that we have at least 30 posters.
The trick is what's a major rule, and what's a minor rule?
This might stand better on its own, as a requirement on the minimum number of posters to validate a poll, or as a sub-item of this one (much like the failed item 2 on the initial poll).
Of course... we could just rely on the XO and Syke to make judgement calls on if a poll had enough members, which I think is the standing implied agreement.

Thank you Vedoo, I had just been trying to figure out the best way to handle this. Both Alexi and I think a quorum is a very good idea. I would rather not try to fiddle with sizes for minor and major rules however. Minor and Major are bound to wind up tied into matters of personal perspective. I did up the number to 15, but I think that is a reasonable number. 12 just felt a little on the low side. (And we can drop it if people think 15 is unreasonable.)
I am also adding a third sub item. "Only players with characters registered and approved by Syke are eligable for voting."
I think item three should be self evident, but hey, you never know.
Text of the rule as it currently stands.
Item one:

Item Two: For a vote to be considered binding, it must recieve a quorum of at least 15 Votes. For purpouse of deteriming a quorum, Yes, No, and Abstain Votes shall all be counted.

Aye to all three; I admit that the third is a little shaky, but some people who don't RP here and have no intention to could effect the voting; there's also the fact that people who haven't even been approved yet probably don't know very much about the issues we're voting on. They just haven't been around long enough.

1-yea 2-yea 3-nay (i think as long as they have submitted a character profile, they should be able to. getting the character approved and sometimes take awhile, and these rulings with affect them once they finally do get in.)
